Greatest terror threat to Delhi and Mumbai

US-based Brown and Wilson Group offer themselves as experts in the outsourcing business.  Every year, Brown and Wilson release a Black Book which gives readers an up to date snapshot of the outsourcing world.  Separately to the Black Book, they have now produced a downstream risk metric for offshore outsourcing decision makers to identify and prioritize outsourcing hubs.

According to Brown and Wilson, the primary research for the Black Book utilized online surveys and interviews with Managed Services clients only. 3010 corporate development leaders, including location and destination specialist executives were surveyed from October 20 – November 12, 2008. 448 ballots from outsourcing users were confirmed and included in this analysis. 125 offshore locations were selected for the survey based on locally employed industry employee counts. No American or UK companies were included in this survey, as the analysis is focused on offshore outsourcing locations only.

So what are the risk metrics on Indian cities presented to American and European companies for them to make a decision about the desired outsourcing hub?

Some of the results seem laughable (almost ridiculous) to Indians living in their home country.  Apparently, Bangalore has the second best ‘Anti Corruption Enforcement’ regime among 50 outsourcing cities in the world.  But in the same breath, Bangalore is labeled as having the worst uncontrolled pollution among the 50 cities.  And Mumbai, Delhi, Gurgaon and NOIDA have the ‘worst’ terrorist threat among all the outsourcing hubs.

Needless to say, despite such semi shaky research, India will continue to grow as an outsourcing hub.
